WDS Fails to Install, Error Code: 0xe0000102, on SCCM '07 Server '03 R2 VHD from MS

Hi all,
I am testing the MS VHD for SCCM '07 w/ Server '03 EE R2 and cannot get the WDS snap-in Role Installed locally.
It fails with Error Code: 0xe0000102.
I have done very little with the image so far.
I need to get the WDS snap-in working so I can take advantage of the PXE booting capabiltiies and OSD in SCCM.

Any thoughts on getting this running or logs to paste and diagnose?
