Upgrade from Windows Server 2008 R2 SP1 to Windows Server 2012 R2 - Interactive upgrade

We are performing an interactive upgrade of Windows Server 2008 R2 SP1 to Windows Server 2012 R2 and we are receiving an error that failed to change UI language to en-US.  Where can I change the language the installation is using?  We are US English (en-US).

In researching the problem some more, I found the C:\$Windows.~BT folder with panther folder containing the what I think is the real errors where the failed to change the UI Language was a red herring.  The setuperr.log had the following:

2015-10-24 07:27:07, Error      [0x06012a] IBS    CallPidGenX: Either 'C:\$WINDOWS.~BT\Sources\pidgenx.dll' or 'C:\$WINDOWS.~BT\Sources\pkeyconfig.xrm-ms' was not found.  These files are required for product key validation.[gle=0x00000002]
2015-10-24 07:27:07, Error      [0x060127] IBS    Callback_Productkey_Validate: Unknown error while attempting to validate the product key. [hr = 80070002][gle=0x00000002]
2015-10-24 07:27:07, Error      [0x060554] IBS    Callback_Productkey_Validate: An error occurred writing the product key data to the blackboard.[gle=0x00000002]

Any ideas?
