PXE-E55: ProxyDHCP service did not reply to request on port 4011 on Windows Server 2012

I know this has been posted many times before, but I have tried everything that I read in many posts with no results.

So on this server I have Server 2012 R2, WDS server, AD DS and DHCP. I have verified that option 60 is set correctly on the DHCP server. I have also tried setting option 66 and 67, which I understand shouldn’t be necessary, but when it sill didn't work I did it anyway which still came out with the same results.

When I run netstat is see that both ports 67 and 4011 are listening.

A few months back when I created this server and I started installing it worked fine the first couple of times with bare metal installs. Now the only thing that seams to work is VM's installs, but any PXE boot physical machine I use gets the "PXE-E55: ProxyDHCP service did not reply to request on port 4011".

I also read a thread about using the "WDSUTIL /Delete-AutoAddDevices /DeviceType:ApprovedDevices" command and this did nothing. I have also stopped the WDS service and removed the files in c:\Remoteinstall\Mgmt\ folder, same thing.

I have even gone as far as turning off the firewall completely to see if something was happening there. I have uninstalled and re-installed WDS 2 times as well, but nothing seams to work. Hoping someone else has gone down this path and found an answer.
