Unable to generate SIM of a captured Image

I'm running a Windows 2008 R2 64 bit WDS server.

I captured a Windows 7 32 bit image and when I try to create the catalog file I get the Windows SIM was unable to generate a catalog file.  Any ideas what the issue could be?
