WinRE totally broken on Windows Server 2008 R2

OK folks I have a Windows Home Server 2011 (2008 R2) server which has a pair of disks configured in RAID.  In following the Microsoft guide on configuring disk mirroring, my WinRE environment is totally trashed.  I have the Winre.wim file and reagent.xml located in the dedicated recovery partition (Q:\Recovery\WindowsRE), but this is the output of all my commands:

REAGENTC.EXE: Operation failed: 3

The system cannot find the path specified

There are no entries in any of the BCD databases for Windows Recovery; somehow they got nuked.  The C:\Recovery folder is gone, as is C:\Windows\System32\Recovery.  How the hell do I force the stupid agent to just recreate everything?  I've got the darned files, I just need the reagentc.exe tool to update the reagent.xml file and update the BCD.
