Windows 2012 R2 WDS Issue

Hello - I have a strange problem with WDS on Windows 2012 Server R2.

I wanted to change the default boot entry in the PXE boot list and read a couple of articles about using BCDedit to do this. I successfully changed boot order but when I rebooted I noticed that the order had changed back.

I browsed to the c:\RemoteInstall\TMP folder and looked at the BCD files there. I noticed that every time I reboot the server the files all get regenerated which wipes out any changes I made before the reboot. I've checked with WDSUTIL and the BCDREFRESHPOLICY is set to disabled but still every time I reboot the files get regenerated. As I understand it this should only happen when you use thesc control wdsserver 129 command or when the WIM files are newer than the BCD files. However, its happeneing to me every time I reboot the server. Not sure where to start, any suggestions?
