Windows 2008 R2 server does not accept static addressing

I have a Windows 2008R2 server on our domain.   I have set a static ip address on it but when the server is rebooted I can not login with domain credentials.  I log in , therefore, as local administrator.   then wehn I view the Active networks, I see that the Local Area Connection is set to private vs my domain.   There are 4 other nics on the server and all have been disabled.  

Changing IP addresses has no affect and changing NIC connections has no affect.  

one interesting note.   If I set the active NIC to DHCP, everything works fine even after rebooting.

So, the issue is:   I can't set static IP addresses.   This server only works in DHCP.

How can I resolves this problem?
