Unable to activate Windows Server 2003 R2 using confirmation ID

I am creating a new VM using a Windows Server 2003 R2 (.vhd) on a Hyper-V host.
I am getting a message to activate the Windows Server.

When I go through the activation link, it generates a Installation ID, and asks for a confirmation ID.

I called up the helpline, the executive helped me provide with a confirmation ID.
But, after entering the confirmation ID I get a message "confirmation ID is not valid".

Please let me know how to fix the issue as this blocking our development activity.
