For the past week, I have been trying to upgrade one of my VMs from windows Server 2016 to Windows Server 2019. The error I get is 0xC1900101 - 0x30018 The installation failed in the FIRST_BOOT phase with an error during SYSPREP operation. In my troubleshooting the machine, I have run SFC/Scannow which failed Windows Defender Powershell modules. Following the information on the following page (https://support.microsoft.com/en-ie/help/4513240/sfc-incorrectly-flags-windows-defender-ps-files-as-corrupted), I ran the Dism /Online /Cleanup-Image /Restorehealth /Source:WIM:D:\Sources\install.wim:1 and it passed without issue. I then ran the SFC /Scannow again it failed for the same thing again. I again ran the setup for Windows Server 2019 and it failed again for the same issue. I checked over the information on the following page (https://support.microsoft.com/en-us/help/10587/windows-10-get-help-with-upgrade-installation-errors), and can immediately cross off the first issue as there are 80 GB free on boot drive. Windows Update will run and return with a check mark. There are no third party drivers installed, there is no extra hardware plugged in, and Device Manager is not showing any issues. I have run checkdisk on the machine and it passes, so I am out of thoughts on how to get the server upgrade from 2016 to 2019. One other thing, I have used the same .Iso file to upgrade three other servers with no issue.
Anyone have any thoughts on how to force this machine to upgrade?
