I am trying to figure out the difference between Microsoft OEM user CAL's and Volume licensing/Open licensing user CAL's. Please note this is not a question about server/Workstation OEM versions versus Volume/Open licensing for servers and workstation e.g. Server 2019, Windows 10 - I understand they are tied to the hardware they are purchased with it when it comes to OEM. it is not so clear to me from all I have read - I have googled lots and asked around - what the difference is with a user CAL e.g. for instance a Server 2019 user CAL. In this case I am purchasing access for x number of users to Server 2019 so it should not be tied to any hardware - it is a pool of licenses that can be given to whoever up to the number of licenses I have purchased. So what then is the difference between an OEM user CAL and an Open License/Volume licensing CAL if the user CAL is not tied to a specific piece of hardware or a specific person. I can see that if I have Volume/Open licensing it might be easier to track licenses. Apart from that what are the differences? Any assistance would be appreciated in advance.
