Sysprep renaming the local administrator account

Windows 2016 standard

VMware vSphere 6.5

I just built a new vm template with windows server 2016 standard and all updated as of 12/17/2018. as part of this I renamed the Administrator to _newName, then converted  the vm to a template.

I created a new vm from the template using a profile from Customization Specification Manager. Powred on the server and was prompted to change the password for user _NewName. It logged in as _NewName, then automatically logged out to complete the configuration. (all normal at this point)

However after reboot the server then prompts you to logon as Administrator. I login to finat that it has renamed the _NewName account back to Administrator, and my changes to the its profile are gone, yet if I add a new user the changes I made to the default profile are there.

So my question is why is the sysprep resetting the Administrator account.
