Removing all partitions (unattended)

I am trying to image devices with several partitions (most of them had Linux installed previously) and want WindowsPE to blow away all existing partitions, then create two and install Windows (Windows 10) to the second one. I have added the DiskConfiguration and ImageInstall nodes to my answer file, but WindowsPE still shows the "Where do you want to install Windows" dialog.

How do I get around this? Here is a portion of my answer file:
