Licensing and the Physical server

In configuring a virtual environment, is it true that the physical server hosting virtual machines can only manage the virtual machines and because of the way licensing works between physical and virtual servers, that the physical server cannot host other roles like DHCP or Active Directory?  Any feedback would be helpful.
