Rearm and KMS not generating new CMID

I need a bit of direction here please.

I'm using MDT2010 to capture a reference image from my win7 VM.  The capture win7 task sequence is setup in the unattend.xml Phase 3 (Generalize) to SkipRearm = 1.

My reference image says my remaining rearm count is 3.

My task sequence that I use to deploy my image does not have a rearm key in it like the capture one had.

Is this what is causing me to keep getting the same CMID on each deployment?  I'm also under the assumption that the capture task sequence is doing both sysprep and generalize.

Hopefully someone can steer me in the right direction.
