Windows Server 2008 Standard x86 in-place-upgrade Disabled

Hello,

The error during an in-place upgrade is "Upgrade has been disabled!" and below that it says "-Your Windows configuration cannot be upgraded."

We are trying to go from Windows Server 2008 Standard x86  to Windows Server 2008 Enterprise x86.  This server is not a DC but is  part of a domain.  Should have been easy...   Below is what I have tried so far:

1.  full backup

2.  uninstalled SP2

3.  uninstalled virus protection

4.  removed the remote desktop role

5.  uninstalled pGina (pGina allows us to authenticate from a Linux LDAP server)

6.  I ran SFC /scannow  and SUR (System Update Readiness) with 0 errors

7.  ran CCleaner to repair any registry errors

8.  setup a test server almost identical to production server and it does allow the upgrade

None of these worked.  I cannot find any events in the event viewer as to why I can't upgrade.  I installed SP2 a few months ago and have installed about 70 updates since then.  When I uninstalled SP2 yesterday I did not remove 70 updates.  Now when I check for updates it is asking to install SP2.  Tomorrow I am going to uninstall the 70 updates but I am doubtful this will work.

Does anyone have any other ideas on how to make this work, other than a clean install of Enterprise?  Is there a log file that will tell me exactly why upgrade is disabled?
