Configuring FTP to use user's profile Home folder local path

With Windows 2012 R2, is it possible to configure FTP to use the local path specified in user's Profile when the user attempts to connect via FTP?

The users are locally defined on the computer.  That is, I went to Computer Management, and created the user accounts under "Local Users and Groups".  The computer is not part of any Active Domain.
