WDS 2012 - WDS Client Error; Client cannot obtain IP Address from DHCP

Network configuration is as follows:

DC/DHCP/DNS: Win Server 2008 R2 (192.168.20.192)
WDS: Win Server 2012 R2 Standard (192.168.20.221)

DHCP Options enabled: 66, 67

* Does Option 66 require the IP address or the FQDN of the WDS Server (or does it matter)?

Trying to install Win 7 Pro onto a PXE-booted client. On the CLI, when the Client boots, it does show that it gets the IP 192.168.20.8. It also correctly displays the DHCP server and default gateway.

When it goes into the GUI, it pauses at "Starting Setup", then fails with something like "WDSClient Error: Unable to obtain IP Address from DHCP Server. Ensure that there is an operational DHCP server on the network."

Any ideas? Also, when adding LAN Driver packages to WDS Images, do I add them to the boot.wim file, install.wim file or both?
